Credits are the yellow coins you earn from quests, chests and selling spare items. The Mysterious Vendor is the one shop that spends them on a shelf that changes. A pool of 34 offers sits behind the stall, each carrying a rotation weight, and the daily restock draws the shelf from that pool. A heavy weight means the offer turns up often. A light one means you wait. Nothing you do moves a weight.
The vendor stands in the same spot in Astra every day. The shelf is what rotates, so there is nothing to hunt for and no spawn window to catch.
Weights run from 120 down to 6 across a pool of 1084. The board turns each one into the chance that a single shelf slot lands on that offer.
A cap of 5 means 5 today and 5 again after the next restock, not 5 forever. Caps run from 120 Aniipods down to a single Prismana Orb.
The stall opens to anyone who can walk to Astra, and the Mysterious Vendor joins your in-game event list once you take the Student I title at Pathfinder Level 25. The stall stands a short walk south of the Horizon Square teleporter, on the same open plaza as the Pathfinder Challenge duellists. It is the only place the Credits shelf opens, and it never moves.

What to spend on
All 8 element stones cost 40,000 Credits with a cap of 5 a day, and six of them are sold in no other shop at any price. Outside the stall they drop from Alpha Aniimo, which is a much slower road when an evolution is waiting.
The plain Aniipod is 1,400 Credits here against 2,000 at the Credit Shop, and the Pro, Hyper, Track and Mega all land near 70 percent of their standing price. Fill the bag on a day the stall offers them.
210,000 Credits buys one, capped at 2 a day. The Weekly shop trades one for 50 Windborn Stamps up to 10 times a week, so spend Stamps first and treat the stall as the overflow when a Branch is ready and you have run out.
2,000,000 Credits for a fruit you can also buy with 20 Capaseed at the Item Exchange, and each Aniimo eats only one. Save the Credits unless your Capaseed pile is empty and a build is waiting.
